10:30am - 12:00pm Offshore Wind Regulatory Landscape A number offshore projects planned for federal waters are beginning to navigate the permitting process. This session will provide an update on the newly formed Bureau of Ocean Energy Management, Regulation and Enforcement, which oversees federal permitting. Additional presentations will cover options for streamlining the permitting process, defining state and federal roles as well as an overview of the regulatory landscape in Ontario.
1:30pm - 3:00pm- Government Agency Involvement The Bureau of Ocean Energy Management, Regulation and Enforcement will moderate this discussion panel, which will include many of the federal agencies involved in the permitting process for offshore wind. The panel will provide insight into how all of the agencies work together and how developers can best coordinate during project planning and approvals.
3:30pm - 5:00pm- Stakeholder Engagement An offshore wind project, like any new development, requires input from various stakeholders to ensure that all concerns are addressed. This session will focus on public opinions towards offshore wind, an example of stakeholder involvement in a project and positive examples of communities embracing offshore wind.

9:45am - 10:45am- Project Economics Offshore wind projects are very costly ventures and securing financing is key to a project’s success. During this session, attendees will learn about cost estimates for offshore wind in the U.S. and financing options that have been employed for European projects.
10:50am - 12:20pm- The States' Race to the Top In the U.S., the states have been a driving force in the advancement of offshore wind over the last several years. Initiatives to attract offshore wind projects are underway in many states – including economic incentives and investments in data collection. During this session, several states and Ontario will provide an overview of efforts underway to attract offshore wind and bring the resulting economic and environmental benefits to their state.
1:35pm - 2:35pm- Collaborations as Industry Drivers A key to offshore wind’s success will be the ability to quickly scale the industry beyond the individual state: there are critical regional and national components to the development puzzle that require cooperation in order to establish the policy and physical infrastructure necessary to allow states to achieve their individual economic development potential. This session focuses on cooperative efforts underway at a variety of scales to address some of these shared issues.
3:00pm - 4:30pm- U.S. Offshore Developers' Perspectives This exciting panel will provide an update on projects proposed along the East Coast, offshore from Texas and in the Great Lakes. Major developers will engage in a discussion led by Jim Lanard, President of the newly formed Offshore Wind Development Coalition.
